Lake Stewardship and Paddle Cleanup Partnership Proposal

Project Goals

  • Support Marsh Creek’s environmental stewardship priorities by removing shoreline and on-water debris.
  • Use safe paddling and cleanup techniques to create a safe, effective lake stewardship system.
  • Increase awareness of litter prevention and track volunteer hours through DCNR’s system.

Scope of Work

  • Shoreline patrols to collect floating or bank-deposited litter.
  • Removal of visible debris such as plastics, cans, and fishing line using hand collection, nets, and bags.
  • Monitoring and reporting larger hazards or debris for park staff assistance.
  • Activities conducted only in designated areas following all park-approved boating and safety guidelines.

Scout Age & Skill Level Structure

Ages 10–11

  • Basic water safety orientation
  • Sort and document debris
  • Learn pollution prevention
  • Shoreline cleanup

Ages 12–14

  • Watercraft supervised
  • Near-shore collection
  • Recording cleanup quantities

Ages 15–17

  • Advanced paddle roles
  • Leaders for cleanup teams
  • Assisting with planning patrols
  • Leading outreach

Park Support Requested

  • Initial coordination regarding approved launch areas, cleanup zones, and scheduling.
  • Guidance on safety expectations specific to Marsh Creek Lake.
  • Advice on debris handling and disposal procedures.
  • Occasional staff presence or check-ins for program review and alignment with park operations.

Troop Responsibilities

  • Provide trained adult leadership, including required boating safety supervision.
  • Ensure all participants register through the DCNR Volunteer Portal and track hours.
  • Follow all park safety, boating, and environmental guidelines and report to park staff.

Long-Term Vision

  • Establish a recurring “Paddle & Protect” cleanup club with seasonal patrol days.
  • Engage Scouts in ongoing stewardship of Marsh Creek Lake and shoreline areas.
  • Develop educational messaging that encourages visitors to keep the lake clean.
